A few months ago there was a link posted for a site that runs a test on the d/l, upload, and i think packet sending/receiving rate....
Can anyone link me again?

All the sites have explanations as to the differences in speeds, including traffic on your ISP, distance, etc.

That is so wierd. I tried the web site which Geno and krusty went to. My test results I got from the site is:
3755/410
HMMM, So each site that host a broadband test seems like you get a different results all the time. Thats new too me.

Mine has nothing to do with non-optimized systems, (well, it probably does, but thats another story). Mine is just set up this way. I can't even take advantage of what I have now, so letting some guy hack my registry can bear no fruit for me anyway.

Blitz, I know three websites that could help you. One of them just nailed it. This guy named John Navas talks about window systems is already preset on how much bandwidth you can get. This guy finds that a registry hack can increase your bandwidth by only so much (like a good 10-30 percent increase).
Well heres the website http://cable-dsl.home.att.net/#BeforeStartingLook for a title named, "Increasing TCP Receive Window for Microsoft Windows". Read it, and it will take you to Method 1. You got too choose between Normal Latency or High Latency. Once thats done, choose what operating systems you have then click on the link which will tweak your registry. It might work right away or you will have too reboot your machine. Just reboot the system.
