Couldn't figure out what forum this goes in so I will put it here to be safe.

How do I make a voice pack that other people can hear without having the actual WAV files?

Yeah, annoying people is the only thing the ingame voice chat is used for. Whenever people use it they just get spammed to stop or kicked. Great feature.
