Okay, apparently there's a set of better terrain textures and stuff circulating that came from UT2k3, and they're supposed to make the lush terrain look a lot nicer.
Hypothetically, say I only wanted one map to have the textures. Could I just put them in the vl2 under textures\terrain\ ?
I realize this would make it client side, but I just want my own copy of the map to look nice.

If you change the default texture files it won't be client side. For instance, if there was a texture called "green grass" every map that calls for it will use it. If you change the content of "green grass" to anything but keep the file name the same the game will show whatever is contained in file "green grass". It would be like finding the lava and water texture files and renaming water to lava and lava to water. Now in game your water will look like lava although it still behaves like water.
A client side map would introduce new texture files altogether. If you wanted a terrain that looked like asphalt so you could make a paved road you would have to make a new texture file containing the asphalt image and then make a map that calls for that texture.
You can change the texture files like you change the weapon skins. If you use a new skin for your spinfusor you change how every spinfusor in the game appears to you.

Sorry if I go into more detail than I need to. I don't know how much you know about this. For starters, a vl2 is the same as a zip file, simply renamed. You can rename a vl2 to a zip and extract the files. Change what you want and then zip it and rename back to vl2. If you change a texture file keep the path and file name the same as the original. It will work as long as the image dimensions are compatible. Pisn could probably shed a little more light on that side of skinning but I think Tribes allows images that are 256x256 or 512x512.

I knew all the stuff about vl2's, I was just wondering if the server would say "your textures are different, use mine instead"

nate, i have those textures. they are like personal skins, only you see them. they simply replace the current textures. if you wanted the players to see those textures then theyd just have them installed.
